Theory of Change

A Theory of Change can provide a clear causal structure. In complex landscapes, the Playbook treats its causal links as explicit propositions to be tested and refined through release, observe and adjust: sense the system, find where it has give, introduce a purposeful proposition and learn from the response.

The cycle does not abandon causality. It makes causal claims explicit as propositions and holds them open to evidence.

Assemble the theory

Eight ideas work together.

Heading

The composite direction produced by the trajectories of multiple strands.

Strands

Actor groups and the practices through which each shapes the landscape over time.

Interaction spaces

Where strands meet, regulate one another, collide, cooperate or avoid contact.

Opportunity points

Conditions where the system has enough give for a well-placed intervention to matter.

Foments

Bounded, purposeful propositions introduced to stimulate and read a response.

Ripple and cascade

Early effects may remain dependent on the intervention or become self-reinforcing.

The team

A new strand entering the system, carrying resources, relationships and regulatory weight.

Sensing

The continuous practice that makes every other part of the theory usable.

The dual task: regulatory space without practice-level work leaves an opening that nothing fills; practice-level work without regulatory space often snaps back.

Plan clearly, stay open to evidence.

What the intervention can commit to

That it will sense deliberately, make its propositions explicit, introduce bounded action, observe effects, protect ethical guardrails and change course when evidence requires it.

What remains uncertain

The exact direction of every perturbation, that its initial system read is correct, that every foment will work or that the final pathway will resemble the proposal.

Success combines accountability for agreed objectives with evidence that causal assumptions are being tested and refined as the landscape responds.
